Join us on the 21st May for a CPD on the Cherrywood SDZ Planning Scheme. Cherrywood SDZ is the single largest undeveloped land-bank in Dún Laoghaire-Rathdown, and is approximately 360 hectares in size, nestled at the foot of the Dublin Mountains, is strategically located between the M50 and N11 transport corridors approximately 1km north of where they fork from the M11 and approximately 8km south of Dún Laoghaire town centre. Dún Laoghaire-Rathdown County Council, in recognising the area’s strategic importance, applied to the Government for Strategic Development Zone (SDZ) status and the Government designated it as an SDZ in May, 2010.

Anne Devine, Director of Forward Planning Infrastructure
Anne is a Director of Service in Dún Laoghaire-Rathdown County Council with responsibility for the Directorate of Forward Planning Infrastructure. Anne has led the Development Agency Project Team, a multi-disciplinary team for the Cherrywood Strategic Development Zone since 2016.
Anne is a graduate of University College Cork, Trinity College Dublin and Roffey Park Institute, a civil and environmental engineer by profession with over 30 years in senior management and leadership roles in the public sector, managing strategic and project management programmes across road, bus priority, cycle, road safety and public realm projects, various policy and plan development across local authorities in Ireland and in the U.K.
Fearghal Rooney, Senior Quantity Surveyor
Fearghal Rooney is a Chartered Quantity Surveyor. Before joining DLR as a Senior Quantity Surveyor for the Cherrywood Forward Planning Infrastructure Directorate, he worked in private consultancy. He was a director at a well-known consultancy in Dublin. At DLR, Fearghal manages the Cherrywood Capital Programme, budget, and funding. This included the recent review and introduction of the new Cherrywood Section 48 Development Contribution scheme.
Vivienne Byrne, Senior Planner
Vivienne is Senior Planner for the Forward Planning Infrastructure Directorate within Dún Laoghaire-Rathdown Council. As the planning lead for the Cherrywood Strategic Development Zone (SDZ) since 2017, Vivienne’s focus has been on the implementation of the SDZ: unlocking greenfield lands, delivering supporting physical and social infrastructure, new homes and neighbourhoods. Vivienne is also embarking on an ambitious review of the Sandyford Business District.
Vivienne is a graduate of Trinity College Dublin, University College Dublin and King’s Inn with 25 years’ experience of planning in the public sector, primarily in policy-making, strategic plans and projects, with a strong emphasis on delivery and implementation.
Kieran McGlynn, Senior Engineer
Kieran is a Senior Engineer for the Forward Planning Infrastructure Directorate within Dún Laoghaire-Rathdown Council.
Qualified in 1997 from Trinity College Dublin with a degree in Civil, Structural and Environmental Engineering, Kieran has 28 years’ experience in the private and public sector. He established and headed up a new Capital Project Governance Office in Dublin City Council (2016-2022). Currently leading the capital project infrastructure delivery team in Cherrywood (2022 – present).
